Rail operations at the centre of the plan

Independent advice across the lifecycle

From legacy risk to a clear direction

Plan the transition. Protect the railway.

The Future Railway Mobile Communication System (FRMCS) is the successor to GSM-R, built around 5G and mission-critical communications. It creates a pathway for operational voice, train-control connectivity and future digital rail applications.

Migration reaches far beyond the radio network. Fleet readiness, control-room interfaces, spectrum, cyber security, operational procedures and safety acceptance all influence what can be delivered—and when.

Our role is to turn those dependencies into an achievable investment, engineering and operational plan. We help you sustain the existing service, identify assets worth retaining and sequence change around your railway.

Plan with the right baseline. FRMCS specifications and product maturity continue to evolve. We help clients distinguish standards-aligned requirements, supplier commitments and capabilities demonstrated through testing. Migration dates are specific to each railway and jurisdiction.

Advisory + engineering + assurance

The expertise to move from strategy to service.

Engage Innova for a focused assessment or multidisciplinary support across your programme. Each workstream connects a technical decision to an operational outcome and a tangible deliverable.

Set the direction before committing to technology.

Assess the existing GSM-R estate, operational dependencies, obsolescence exposure and investment pipeline. Develop options for route-by-route or fleet-led migration, coexistence, fallback and eventual decommissioning. Align decisions with spectrum access, standards maturity and supplier evidence.

Design around the railway’s busiest and most demanding scenarios.

Build demand models from train movements, concurrent users and application profiles. Assess uplink and downlink traffic, busy-hour demand, emergency scenarios, service priorities and growth. Translate these into RAN, core and backhaul sizing, including degraded operation and resilience headroom.

Make spectrum a programme input from the outset.

Evaluate available bands, licensing pathways, interference exposure and coexistence with current rail and neighbouring services. Support frequency planning, coordination studies and regulator engagement. For Australian projects, assess the applicability of ACMA’s 1900–1910 MHz RMR arrangements and the relevant coordination and licensing requirements.

Engineer coverage that supports the required service.

Develop link budgets, propagation models and site options for open track, cuttings, stations, depots and tunnels. Assess cell-edge throughput, uplink limitations, handovers and antenna configurations. Plan surveys and measurement-led optimisation; test opportunities to reuse infrastructure against the new performance requirements.

Connect technology choices to service accountability.

Define end-to-end architecture across 5G standalone access and core, mission-critical services, transport networks, timing, power and management systems. Compare dedicated, carrier-supported and hybrid options against railway requirements, coverage, security, resilience, lifecycle cost and contractual control. Identify evidence needed to substantiate supplier claims.

Protect the operational functions that depend on radio.

Map driver–controller communications, emergency and group calls, dispatch, recording and train-control interfaces. Develop requirements and interface controls for MCX services, ETCS and other nominated applications. Evaluate GSM-R interworking, identity and addressing, service priority and end-to-end behaviour during migration.

Bring the fleet into the plan early.

Assess cab radio and onboard communications readiness, antenna arrangements, space, power and train-system interfaces. Develop fleet fitment and retrofit strategies around vehicle availability, approvals and maintenance windows. Define configuration, compatibility and acceptance requirements for mixed-fleet and transitional operation.

An end-to-end railway perspective

A network is only as useful as the service it delivers.

Coverage and capacity need to be planned together. A train can be within radio coverage yet lack the performance needed for its operational applications.

We connect application demand, train density and degraded-mode scenarios to network design and acceptance criteria—so requirements can be tested where the railway needs them.

A functioning radio bearer is one part of an operational train communications service. Cab equipment, transmission, control-room systems and support arrangements all influence the result experienced by drivers and controllers.

Why Innova

Experience built where railway systems meet operations.

Innova’s GSM-R and operational telecommunications experience spans design, delivery, integration, lifecycle assessment and transition into service. We bring that foundation to FRMCS planning, supported by our wider wireless, cyber security and assurance capabilities.

Your FRMCS questions

Clarity before commitment.

The Future Railway Mobile Communication System (FRMCS) is the successor to GSM-R. Based on 5G and mission-critical communications standards, it is being developed to support railway operational communications and the increasing connectivity needs of digital rail.

Start when current asset decisions, support arrangements, spectrum needs or fleet renewals could affect the eventual transition. Early planning can identify investments that remain useful across migration stages. The programme should reflect your railway’s risks and approvals, rather than assume a universal GSM-R shutdown date.

Some sites, transmission, power and supporting infrastructure may be reusable. Coverage, capacity, frequency, structural and lifecycle assessments are needed before making that assumption. Existing radio equipment and onboard units require specific compatibility and upgrade-path evidence.

A private 5G network alone does not demonstrate FRMCS compliance. Railway functionality, mission-critical services, application interfaces, interoperability and the relevant specification baseline must also be assessed and verified.

We support spectrum strategy, interference assessment, frequency planning and licensing preparation. We assess the applicability of ACMA arrangements to the proposed railway and coordinate specialist regulatory inputs where required. European frequency arrangements should not be assumed to apply directly in Australia.

Yes. Innova combines telecommunications, railway operations, systems engineering, cyber security and assurance expertise to help clients assess options and make informed decisions. Our GSM-R design and delivery experience provides a practical foundation for planning the transition to FRMCS.

An agreed scope can cover your operational use cases, asset and fleet baseline, interfaces, spectrum constraints, supportability, cyber and safety risks, supplier maturity and investment dependencies. The output is a prioritised set of decisions, evidence gaps and recommended next steps.
