Replacement of safety critical communication systems for both the Metropolitan and Regional rail transport networks in Victoria.

How Innova Helped

Innova resources were engaged to be accountable for the management of an integrated program of work based on a system engineering management approach to deliver complex safety critical HV/HR infrastructure programs ($250m+) consisting of rolling stock, infrastructure, core networking and operational control system of systems based on GSM-R technology known as the Digital Train Radio System (DTRS).

Innova held a number of Program Director, delivery and engineering roles including the following responsibilities:

  • Technical Engineering Subject Matter Experts in multiple technologies
  • Program management and delivery
  • Requirements Management and traceability
  • Systems and Safety Assurance
  • Identification and management of project risks.
  • Speciality engineering activities such as RAM and FMECA
  • Identification of standards derogations for review with PTV.
  • Support the System Integration forum to ensure end-to-end interworking of sub-system from early development and liaison with R&D through to final system integration testing.
  • Oversight of software development and integration to customise products to meet PTVs Functional and Performance specification.
  • Development of Test and Acceptance Management Plan, test cases and test procedures.
  • Developing, managing, controlling and executing the successful transition in and change management from the analogue to digital platform across a complex stakeholder environment against aggressive project milestones.
  • encompassing all sub-project group activities across the two major consortium supplier companies and deep knowledge of the system and sub-system technologies to safely effect the change in a revenue operating brown field environment.
  • Design reviews and support of integration to existing legacy systems along with management of 3rd party vendors to achieve scope, schedule and quality.
  • Management of Product Line to ensure alignment and services delivery to local project requirements.
  • Chaired the User Reference Groups to effect safe development of engineering and operational change across drivers, train controllers, signallers and operational management.
  • Driving thought leadership and innovation in transition methods and approach based on international benchmarking best practices.
  • Identification of hazards, risks and mitigations across multiple solution platforms to support the franchisee’s Management of Change process and detailing any contingency plans, fall back triggers and recovery processes that were relevant to the project.
  • Co-ordination with the safety regulator to support the change including provision of required safety artefacts.
  • Support the rail operators Management of Change, engineering change and type approval to ensure variation of safety accreditation requirements were met.
  • Authored key network design and system architecture documents, system acceptance plans and procedures, operational and system integration documentations.
  • Managed external interfaces and program dependencies across multiple government agencies
  • Managed profitability, risk and cost management as well as leading contract dispute resolution.
  • Instrumental in the implementation and co-ordination with all Design Packages and test leads in successfully and safely effecting the change into operations including development of full network operations centre and integrated fault triage and management services.

Regional Rail Communications Network

Innova resources were engaged state side to develop the RRCN Business case and to support the design and delivery of the Regional Rail Communications Network (RRCN) operating over a 3G/4G communications bearer (~$70m+). The RRCN provides safety critical communications for the V/Line fleet including rail road vehicles and freight. The project encompassed turnkey lifecycle design, engineering and safety management and program delivery.

Achieved Outcomes

Metropolitan Train Radio

Notable achievement on this project included deployment of over 120 radio base stations, commissioning of 2 geo-redundant data centres and 3 train control centres, transmission connectivity, fitment of on-board radio technology to the entire Metropolitan Passenger Fleet and successful transition in strategy and handover to operations of a Digital train radio system.

Regional Train Radio

Notable achievement on this project included deployment of the ICE radio on V/Line rollingstock and integration to on-board systems, commissioning of backend infrastructure at 2 data centres, and deployment of voice communication consoles at both V/Lines primary (Centrol) and disaster control centres. Innova was solely responsible for the GSM-R Radio

system specification development and integration to support future Regional trains into the Metropolitan Digital Train Radio System.
