Project Background
The creation of Public Safety Mobile Broadband (PSMB) project is about giving our emergency services a capability they can rely on. Such a capability will allow Australian public safety and national security agencies to develop their communications into the future, to keep up with evolving threats and hazards, and better protect our communities.
Endorsed by the Council of Australian Governments (COAG) a set of national PSMB objectives were set and a PSMB Functional Working Group (FWG) established to provide support and technical advice in realisation of a national service delivery model and technical solution.

How Innova Helped
Innova was engaged by Emergency Management Victoria and Department of Treasury and Finance to represent Victoria’s interests and support the development of common Public Safety Mobile Broadband requirements (functional and non-functional), use cases and operating models across Australian states and territories based on 3GPP international standards. This involved a collaborative and consultative approach in working with all states and territories to ensure the PSMB high level requirements were met and priorities achieved.
Innova was part of the PSMB Functional Working Group in supporting the development of requirements for the PSMB Proof of Concept forming the RFP documentation working alongside international organisation Bell Labs and the NSW Telecommunications Authority. Innova provided technical and risk oversight based on a set of principles defined by the national functional working group, ensuring optimisation of performance and value, with a clear future technology roadmap reporting to COAG. Reference Designs and interworking’s were established taking into account the existing legacy technologies within first responder networks and the required transition requirements.
Achieved Outcomes
Innova successfully developed the CORE, Radio Access Network and Operations component of the specification which culminated into an RFP. Systems engineering, integration and assurance was incorporated into the RFP to ensure deliverability of proposed solutions. Innova developed and worked closely with the Australian Cyber Security Council (ACSC) and Commonwealth departments to ensure a robust set of cyber security specifications were endorsed for inclusion.
Following industry responses to the RFP, Innova undertook evaluation and risk assessment of industry proposals for solutions and delivery, to ensure that they complied with the stated high-level requirements and user specifications ensuring traceability against national key objectives.
