Project Background
The Emergency Management Operational Communications (EMOC) Program sets out the Victorian Government’s strategy for a contemporary operational communications system for all emergency services. It is a multi-year program of work led and funded by Emergency Management Victoria (EMV). The EMOC Program was developed to improve state-wide operational communications to address changing requirements in technology, community expectations and increased demand for emergency services. The EMOC Program aims to deliver a more resilient, robust, fit for purpose and affordable system to:
- Enable rapid response to incidents
- Improve connectivity and interoperability between first responders
- Improve communication between first responders, support services and the community, to improve decision making
- Promote a safer working environment for operational staff
The EMOC program commenced with improvements in operational communications from devices such as pagers, radios and mobile dataterminals operating on multiple networks, and will progress to smart devices operating on a single Public Safety Mobile Broadband (PSMB) network over an expected 10-year horizon.

How Innova Helped
Over the course of several years and multiple engagements, an Innova Advisor was contracted to both ESTA and Ambulance Victoria to manage the delivery of specific projects within the EMOC program including EMV Voice Integration, APX remediation, MDN and MMR, MDT Upgrade Rollout, RMR, RAVNET decommissioning.
- Worked closely with all stakeholders to achieve the project outcomes, EMV/EV, ESTA/TZV, VICPOL, VICSES, CFA, Sheriff’s Office, Corrections Victoria, Motorola etc.
- Customer point of contact within complex stakeholder environment, liaised with multiple Emergency Services Agencies to deliver integrated solution including, VICPOL, CFA, AV, SES, Life Saving Victoria, Corrections Victoria.
- Liaised extensively with different operational and support business units and teams.
- Planned and managed VICPOL upgrade transition to digital MMR P25
- Supported the integration of VICSES and Corrections Victoria to the Metropolitan Mobile Radio (MMR)
- Provided leadership and independent verification of project status to meet critical RMR rollout milestones
- Improved project communications and delivery performance
- Covered for key project resources over leave periods to enable the project to maintain momentum and meet schedule
- Planned the decommissioning requirements of the obsolete RAVNET system
- Presented at Steering groups and developed business cases for the projects
- Key member of Transition working groups between multiple agencies

- Managed in field device upgrades of APX, MDT, MG90, Nexcom, AV oughpads, etc
- Managed vendor to upgrade MMR Core Communications system
- Supported EMOC project planning and delivery.
Achieved Outcomes
- 500+ AV metro vehicles fitted with NEXCOM MDTs and dual LTE enabling
- Implemented new formal operational procedures and systems within mission critical ‘000’ call centre environment. Upgraded ESTA SOP’s based on upgraded VICPOL CSOPS
- Managed the development and implementation of training for hundreds of ESTA Dispatcher staff
- Rolled out new Toughpads to all AV NEPT vehicles and teams
- Rolled out the replacement Motorola APX devices required for MDN remediation for AV
- Delivered specific project milestones and expected outcomes for MMR, RMR, MDT projects
- Planned and commenced AV RAVNET decommissioning.
Conclusion
Supported and managed multiple complex projects within the EMOC program gaining a thorough insight into the EMOC program, technology, stakeholder environments, and requirements of the differing services, delivering numerous successful project outcomes and a safer Victoria.
